Unfortunately, these changes amount to little more than window dressing. In Windows 8.1, Microsoft has made some cosmetic improvements that make the desktop feel less like a ghetto for your favorite programs and more like a cohesive part of the OS. That's because the OS eliminated the Start button and made the entire windowed environment little more than an app that runs on top of the touch-friendly Modern UI.
